Apply over a primer, we recommend That base Crease Killer eyeshadow base, or Perfect primer if you want the effect shadows to really pop! For the effect shadows, use a dense eyeshadow brush with patting movements. Or wet your brush slightly before dipping into the shadows. For a soft shimmer look apply with a blending brush. The shadows have different formulas and some of them are best applied with you finger to minimize fallout and really get that extra "Oomph" with the warmth of your finger.
